According to the Corporate Safety Director, being dispatched into 77-mph sidewinds with two empties constitutes a 'preventable accident.' I'll leave you to guess my opinion on the matter, as it contains just a bit of Adult Content...
Back in the day when I use to haul fuel, I witnessed a scence just like that. Guess where it was. One quess.

Saw a scene like that east of Hutchison Kansas, and it wasn't even a windy day. Just one freak gust.
