In 1776, Thomas Jefferson did write (in his first draft of the Virginia Constitution) "No freeman shall ever be debarred the use of arms." However, the rest of the "quote" you cited is bogus.
Reading TJ s words it occurred to me that the word "Free" is somewhat of a poser. At the time of writing those words Mr. Jefferson owned slaves, as did many of the founding fathers, No slave was allowed to carry- period. We no longer own or condone the ownership of other humans, and that is as it should be, just putting the quote into context. Women were the property of their husbands, as were any assets they brought to the marriage. The precious right to vote was confined to White, male, property owners. These wrongs have since been addressed through legislation as provided by our constitution. From time to time we are assailed by power hungry little mongrels who try to build their own power bases and by keeping vigilant we manage to stop them. Not with guns, but with our power to vote. If when this method fails we still have the fall back option of protecting our rights and property against tyranny as an armed and capable populace. Isn't it wonderful that we still live in a country that allows us free speech? Even if you are talking utter rubbish, we are still allowed to have a say.

You say that as if it were a bad thing. There is plenty of evidence that suggests that if the franchise was never doled out willy nilly we would be in less of a mess.

I live in Massachusetts, so none of that applies to me. Since the AG of MA can rewrite the constitution as 'needed'.
