    Look at the date.
    This was during Prohibition. It was the 1932 equivalent of a prescription for morphine or medical marijuana today.

    It was only Prohibition in the USA. The rest of the world didn't have that law. Churchill was living in Britain at the time.

    But the doctor was in New York. This happened during a Churchill visit to the USA when he was injured in a motorcar accident in NYC.
