Sir Power was an infantry officer, a general I think, under Wellington in Portugal. If he'd been in charge a good chunk of New York state around Lac Champlain would have been captured by the British in the war of 1812.
Did an image search, and he was pretty much clean shaven. The Admiral was the great-grandson of the General https://en.wikipedia.org/wiki/Manley_Laurence_Power is the admiral. GGf was also clean shaven. HERE'S a mofo. Entered USCG at 62, as a retirement job. http://www.uscg.mil/history/people/Joshua_James.asp The official historian of the USCG is a very nice person, and all his staff are wonderful and charming people. They've helped me out on some research stuff. God bless 'em.

An Admiral? I think not

Might be related but the plaque is probably for Manley Laurence Power.
