I would bet that is what the plans specified.

Looks pretty odd alright. Maybe its pad for a boat ? Or maybe it isn't a garage door, the HOA required the garage interior not to be visible from the street?

I bet it is the model home for a new neighborhood. Set up so no one parks in the front, more 'curb appeal'. The driveway will be added when sold.

My brother in law had a new house built on his farm. He wanted a back porch the full width of the house, where he could sit and watch the deer come out of his woods and nibble on the buckwheat he planted. (It's illegal around here to bait deer with feed piles, but if they damage your crops, you can get one or two extra deer licenses.) But when they dug the foundations, they ran into a spring. The solution was to rotate the house to avoid that area - and so his porch is facing the road.
