It's because if you work in food services all of your hair must be covered by a hat or net. It's really funny when you see guys with full beards wearing those little paper caps over their chin because they forgot to grab a hairnet on their way to work. Heck, I've seen some pretty crazy hairstyles people come up with to follow that rule.
