Simplify by taking the band that connects gear 3 & 4 and connect to gears 2 & 15 bypassing the whole gear 4 thru 13 mess (too much friction). The result should be the same hitting the number 2 much quicker (unless some government is involved).

Easy peasy - it reverses at each new cog. Speed would be more difficult without more accurate drawings and specs, but you know that right Angel?

2, and yes, that was my answer before reading the comments.

2. Now can some one tell us the speed ratio?

2
I don't think you can tell the speed ratio without knowing the relative diameters of the pulleys. The ratio of the teeth isn't enough since they're not all touching together, and there are different sizes of pulleys involved.

Odd number of cogs means the output is in the same direction as the input. the two twisted belts cancel each other out.

Seventeen cogs, output is the same direction as the input. should hit #2 first.

Neither – The pointer will be hung up between positions 1 & 2. The last two gears will not mesh because the larger gear has 13 teeth and the smaller one also has 13 teeth. Note the interference at the 1 o’clock position of the smaller gear [narrow space between teeth] with larger gear [large space between teeth]. This will keep the entire drive train from moving to either the #1 or #2 positions.
