The owner probably saw what it would cost to replace it if broken and said 'screw that !' Maybe they raised the ceiling on the interior and had to remove it might be the reason.
The brick layer probably could have used more imagination for this infill.
There once was a window tax in Britain. Not uncommon to see old houses with windows bricked up to save a couple quid. They used to have vans driving around the UK to monitor TV reception to catch the people who didn't pay their TV tax as well. Not sure if they still have a TV tax but the English were masters of taxing stuff, keep the poor boys down in their proper class and all...

The brickwork starts out nice and orderly but goes to crap about half way up.
