They have since rebranded themselves but the Skagit County (WA) Transit used to go by SKAT.

First, is this service free? Charging persons to ride such thing could violate laws in most jurisdictions, except maybe north of Tuscon, in portions of Nevada, for example.

Second, I assume ridership, although high, was certainly no more than two, maybe three at a time? (Actually, I am not sure how many could ride at the same time, although theories are many).

As for me, I'm not into carpooling or mass transit. As such, I would probably want to ride that off-peak hours. That way those long rides could be much more enjoyable. Besides, large crowds sure do get noisy and can leave quite a mess.

The first clue was that someone had too much fun writing this not to put their byline on it.

As for finding the real thing, yes, it can be challenging at times. and is most definitely a situation where HUMINT (Human Intelligence), particularly an attentive in-depth personal reconnaissance, beats the pants off MASINT or Imagery Intelligence gathering.
