Looking at how the hand rail is below the waist of the guy i'd say it also doesn't meet current safety codes either.

I'm guessing those are closed stacks. Having library patrons wandering about back there would be a disaster of Biblical proportions.

To all the OH&S people, and their coat-tail hangers on.
I'd speculate that back then, people walked around with their heads up, observing their surroundings, and took the necessary precautions, but of course even back then, the Darwin Awards probably had a small but constant number of entrants.
Back then, people didn't walk around 'Fat, Dumb and Happy', with a set of earplugs blowing noise into the brains, as they walked around looking at the sidewalk, with the only thing switched on being the aforementioned personal noise making device, certainly not their brains.
Hence their surprise when they 'feel' something, look up, and are suddenly confronted by one of their Ancestors, mouthing the words, 'Welcome, we knew it wouldn't be too long 'till you came'!.
See, back then, it's probable that people took a fair degree of responsibility for what they did.

It might be books from the 1800's but the woman on the walkway is NOT from the 1800's.
