A few years ago I talked to higher up (regional I think) Wal-Mart about those bins and she said that they did a study and the mixed up bins sell more than the organized ones. What it might be is that if you know what you want you get it and leave, if you have to search through a bunch you buy others too.
OCD maybe? If there's one thing I can say I like about the place it's that WalMart has provided endless entertainment for the world wide wasteoftime in one way or another.
Always take a picture. Always. In the digital age there is no reason not to snap a shot with your cell phone camera. Unless of course you have one of those 80's phones like Crocket used in Miami Vice... :)
